Cruise missiles really can't be stopped if used against the right targets.
Sonar and ground radar arrays with multiple squadrons already deployed in order to intercept. Even then by the time it can be tracked the interceptors have seconds to take it down.

Hypersonics are where it's at. Even herder to intercept.

I never thought of the homeless as leeches and mongrels
used to know the ten or so living in Chatsworth by name and talked to them
they were sad souls w stories to tell
anymore they are drugged out beggars and well, mongrels
the unfortunate and crazy are still in those numbers but geezus
those ten or so have exploded to and easy 2k and they are scumbag pieces of shit
I have a childhood friend I still see and give work to that's homeless by choice
when I ask him questions about things like why these people are hoarding trash collecting freaks he says one thing
    meth

Not being homeless ( luckily), but definitely a mongrel, I see it much the same.
I've always felt that in the USA, this should not be an ongoing problem.

It's gotten to be a huge problem where I live.
Like Diablo's story, there used to be a few of them, and for the most part they were harmless.
There's a local homeless celebrity around here called "Weedo Frank". Was at a party in the 70s that got broken up by the police, and he was hit over the head with a baton. Guy was never right again, and has wandered the streets for 40 years. Everyone sort of knew him and he was a part of the community. Pretty much always stoned, but never really bothered anyone.

But now we have hundreds of people here, shitting on the beach, pissing on trees in the park right in front of kids, stealing everything that isn't bolted down. Almost all of them are on meth or heroin.

It is not a homeless problem.
Weedo Frank was a homeless guy.
Seems like a local not a vagrant.
A vagrant is not a local but a wanderer who drifted in.
We also have a lot of mendicants now.
Beggars like they have in all other countries.
    People who rely on charity.
They tend to mix in with the drifters and those who don't want to work or criminals on the run.
Homeless people are either 'special' people like Weedo Frank or they are bummers who cant work for whatever psychological, financial or dependence related issue but are not criminals or violent.

The problem is that some towns ship off their homeless elsewhere where they are no longer locals. This new town then lumps everyone in with the criminals drifters and addicts and busses them off to a bigger city.
That creates a bunch of people in the water, folks who had to walk the plank and sink or swim.
The problem is not that there is too many fish in the sea.
The problem is that we are allowing people to throw chum into the sea in order to attract predators to the feeding frenzy.

more than one cop has told me that Garcettis solution and policy right is to bus the chronic homeless into the burbs and give them money
gotta try and clean up to get those olympics
problem is there are so many the downtown area is still covered in tents and feces
so disgusting when everywhere you go smells like urine
thanks Cali politicians you're doing a great job

in the SFV they have also made it legal to sell whatever kind of street food you want to sell pretty much anywhere
I'm not exactly having a problem w the free enterprise thing and I love street food anywhere I go
but how about the people w restaurants that have these people set up right in front of their stores?
the regulations and taxes they must endure while they are undersold by people w no regs?
just pitch a tent and start selling tacos or pupusas (yum) and keep all your cash without taxes
    doesn't seem fair does it?
and how about cleaning up the the trash, food and oil etc all over the sidewalk?
I'm sure there must be some kind of solution besides turning the streets over to the zombies and illegal (now legal apparently) food vendors
I find myself walking over bodies laying on the sidewalk in the middle of the day
other day walking into Lowes I was unfortunate enough to be behind an Rv dweller that had pissed her pants and was covered in filth
guess she was making her way into the bathroom idk but things like that never used to happen and now its almost the new normal

The restauranteur has not realized the market has changed and his customers now live elsewhere.
What he should do is adapt and expand into the sidewalk in front of his business to cater to the new walkup customer demographic.

what he hasn't realized is that his state has changed and its time for him to live elsewhere
if only some are required to play by the rules what's the point in playing?
you can say the same thing about contracting which I know something about
if you have legions of unlicensed contractors that no one is watching while they undercut and savage your profession what do you do?
fire your employees, stop paying taxes, trash your license and jump in your truck just like they do?
not exactly your best thought out response to the issue
as much as I think street food is fun its completely unfair to just let people set up wherever they want
some people will never try street food and people like me will never eat in an Applebees
allowing people to live and do business on the street isn't working very well in my area
has to be a middle ground
