Because I have no idea and no reason to think you are implying anything else but what you wrote.

Do you think i was saying or implying that gangs are a fabrication?
Or do you think i was saying that street gangs are a national problem?
Since that is directly and exactly what i said.

BTW who the fuck would even believe anyone would say that gangs are not real?

That is nonsensical and can only be responded to in poetry or jest or at most allegory with intent.

If i write Street Gang are a National Problem how do people read that and assume i mean the direct opposite.
As if i wrote Street Gangs are NOT a National Problem.
