Authority can do and has done whatever it wants then retroactively paints over it somehow.
Yes anything can be done at any moment and it can be spinned as new policy of an existing law.
AKA the same thing the popes do and what they learned from the pharisees and what is modern talmudic judaism and pretty much all religions now.

The right thing is to do things like a shepherd.
Which is measured, with care, slowly, ensuring that none of your weakest lambs fall prey to the traps the predators have laid out.
When you move quickly and chaotically to any destination you will break stuff.
And that stuff is your mom.
The elderly, the babies, the poor, the wards of the state, anyone who is weak.
The stronger animals will of course follow you along without a problem.
But your weak and your old and your young and your sick will get robbed, raped, and killed.

Even if you make mistakes when you go slow there is only so much the predators can do before you realize it and do something to stop the bleeding.
When you go fast you are giving a signal to the predators that you dont care about your own ass.

Which means all you care is the destination aka the greater good which is the worst.
The predator knows you are the type of leader that does not mind collateral damage.
The predators dont care how they get their meat at the end of the day.
They just want to feast and tear shit up.
