I'm by no means any expert, but when your government allows drug cartels/criminals to run rampant, killing citizens with no fear of the law what so ever, I would call that oppressive/lacking human rights.
We allow that. Mexico cant police that. We can, but we allow it because it makes us money. Mexico has never been able to control areas north of Zacatecas. That is why it was easy for the US to take the northernmost parts of old Mexico. It is the old west, it is lawlessness.
