Umm...reaching the maximum bid might mean an even higher bid than Darvish received so it would be possible for say the Dodgers, the Red Sox, the Yankees, and the Angels to all put forth the max bid meaning the Angels would win based on W-L percentage. Truely small market teams might not have the wherewithal to both post the max bid AND negotiate a contract. Just sayin'...
The max allowed bid is predetermined and capped. The proposed max is 20 million and with only one team being allowed to bid the contract offer could be limited and the player remain in Japan.
I really can't see Selig cutting his own throat like this or believe the Japanese league would agree to limit money coming into it's own coffers. I understand wanting to make the process fair but if it is as you say it is then it all but guarantees that the best talent will remain in Japan.

NPB is likely to agree tomorrow to new deal. What we know for now: Max Bid is $20,000,000 If multiple bids for max, player may negotiate with each team that submitted such bid.
That would be a 180 degree turn around and basically make every Japanese player an unrestricted free agent.

I guess, they are just a hell of a lot more expensive free agents. Tanaka will probably now get the biggest deal for a pitcher this off-season 6/90+ could easily be seen, before he was probably looking at $60-70M. What needs to be mentioned is that Tanaka's team was the only team to oppose the NPB/MLB agreement that will probably be made official tomorrow, that means they could just say "Fuck you" and not post Tanaka.
Looks like the max bid will be 20 million which is reachable by alot of the MLB. So if they do pass that and then add the lower record provision then we are screwed and so is Tanaka.
